Position Title: Project Cost Analyst

Reports To: Director, Construction Management

Division/Department: Construction and Facilities Management

Position Summary:

The Project Cost Analyst -Construction will analyze the construction costs incurred according to governmental and AH regulations, prepare cost allocation of operation reports as well as resources utilized for the operation; compare standard cost against actual for a given period of time; report the conditions and make recommendations for improvement; monitor and analyze changes in design, raw materials, methods of construction according to industry regulations.

Essential Duties and Responsibilities:

  • Provide estimates of new and proposed costs of construction.
  • Collect and analyze information to determine the costs of design and construction activities such as the purchase of raw materials and costs of the construction process.
  • Compiles cost management documents for planning, design, construction, occupancy, and closeout of projects
  • Analysis of collected information as well as keep records of findings and decisions.
  • Analyze changes in the methods of production, goods, and services provided, and even raw materials to know how they affect costs.
  • Analyze and prepare reports periodically for the difference between actual production costs and standard costs.
  • Maintain the documentation of data and any statistical arrangement in cost analysis
  • Secure accounting related documentation such as financial statements, journal entries, checks, and invoices.
  • Assist in the preparation of the annual budget to make sure that standard costs for all construction costs are calculated in line with budget considerations.
  • Advise the management in terms of financial issues.
  • Provide the management team and board with detailed cost reports containing the factors that affect construction costs.
  • Evaluate changes and subcontractor change order estimates
  • Generate Bill of Material and take offs
  • Maintain accurate job aids.
  • Other duties as assigned.

Knowledge and Skill Requirements:

  • Excellent written and oral communications skills are required.
  • Must be able to interface comfortably and professionally with all levels of employees and executives
  • Experience handling highly confidential matters. Must exercise discretion and tact.
  • Ability to fully execute assignments with a high degree of accuracy and exercise good judgment in a variety of situations.
  • Accuracy is required in performing all functions of this position.
  • Must demonstrate sound judgment, tact, and diplomacy in dealing with internal and external customers.
  • Initiative and highly developed organizational skills are required to ensure smooth operations.
  • Requires flexibility to meet the needs/schedules of the Real Estate group.

Education and Experience:

  • Bachelor’s degree in Cost Accounting in construction, or another relevant field.
  • Strong understanding of Cost Accounting Standards (CAS) and Government Regulations, i.e. HUD.
  • Ability to communicate interact effectively with all levels of the organization.
  • Highly proficient in MS Office applications-Excel skills-Pivot Tables, V-Lookups, complex formulas
  • Capable of performing in a fast-paced environment with changing requirements

Working Conditions:

Generally works in an office environment focusing mainly on tasks that involve reporting. Must be able to sit and stand, stoop, and bend. Must be able to work in a deadline-focused and pressure-driven environment. Lifting not usually to exceed 10-20 pounds. May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.” Additional hours maybe required to meet workload demands.
